EIGRP Stuck in Active State is when a router does not receive a reply to all its outstanding queries (i.e. query for alternative route to a destination, after the successor goes down and no feasible successor exist) within 3 minutes (default time) ,the route goes to Stuck-in-Active(SIA) mode.
Most Common reasons for SIA routes are:
A, The router is too busy to answer query-generally because of high cpu or memory utilization.
B, The link between two routers is not good, so some packets are lost between the router.
C, Unidirectional link problem (UDLD).A failure causes traffic on a link to flow in only one direction.
